【摘要】:1.1Thepurposeofthisguideisto(1)definegoodcommercialandcustomarypracticeintheUnitedStatesofAmericaforconductingabaselinelimitedasbestosscreen(hereinafter,LAS)toevaluatethepresenceofasbestos-containingmaterials(ACMs)inmajorbuildingsystemswithintheinteriorofbuildingsinvolvedincommercialrealestatetransactions,including,butnotlimitedto,acquisitions,sales,leasingandfinancing;(2)facilitateconsistencyintheindustryastothescopeandreportsassociatedwithanLAS;(3)establishreasonableexpectationsandanindustrybaselinestandardofcareforanLAS;and(4)recommendprotocolsforprovidersincommunicatingobservations,opinionsandrecommendationsinamannermeaningfultotheuser.1.2OtherPurposeLimitationsWhileanLASisintendedtoreducetheriskofthepresenceofACMwithinabuilding,itisnotdesignedtoeliminatethatrisk.TheLASpresentedinthisguideisnotintendedtoserveasacomprehensiveasbestosbuildingsurvey,comprehensiveinspectionorcomprehensiveassessmentforthepresenceofACMinallormostofthebuildingsystemsthroughoutabuilding,nordoesanLASservetoadequatelyassessthepresenceofACMinabuildingorportionsthereofforpre-demolition,pre-renovationorOSHAnotificationpurposes.Forsuchservices,acomprehensiveasbestosbuildingsurveyshouldbeperformedthatmeetsapplicablestateandlocalregulations.Inlightoftheforegoingpurposes,thisguideprimarilyoffersscopeandinsightintothelimitednatureofasbestosscreensdrivenbythecommercialrealestatemarket.Itisrecognized,however,thattheasbestosindustryutilizesproceduresforsamplecollection,friabilityevaluationandanalysesbaseduponsuchrulesandregulationsasAHERA,OSHA,andvariousstateregulations.Thisguidesuseoftermsdefinedbysuchregulations(e.g.,friability,damageassessment,suspectmaterials)innowayimpliesthatthescopeofthisguideisdesignedtomeetallothermandatesofthoseregulations.1.3ConsiderationsBeyondThisScopeTheuseofthisguideisstrictlylimitedtothescopesetforthinthissection.Thescopeofthisguidedoesnotincludesafetyconsiderations,certificationorlicensureofinspectorsotherthanrequiringthatworkbeperformedinasafemannerandthatinspectorsbeproperlycredentialed,asdescribedin.TheLASsetforthinthisguideisnotintendedtoeliminatetheriskpotentialofACMwithinthebuilding,norshoulditbeinterpretedasacomprehensivebuildingasbestossurvey,comprehensiveinspectionorcomprehensiveassessmentforthepresenceofACMinallormostofthebuildingsystemsthroughoutabuilding,nordoesthisLASservetoadequatelyassessthepresenceofACMinabuildingorportionsthereofforpre-demolitionorpre-renovationpurposes.Assessmentofroofingmaterialsandexteriormaterials(suchassiding/stucco),conveyingsystems(suchasescalatorsandelevators),energizedsystems(e.g.,chargedelectricalsystems,hydraulicandpneumaticpressuresystems),orprivatesingle-familyresidencesarespecificallyexcludedfromthisguide.Suchexclusionsareaddressedincomprehensivebuildingasbestossurveys,orusersmayrequesttheadditionoftheforegoingexclusionsasAdditionalServices(seeSection).1.4OrganizationoftheGuideThisguidehas12sections.SectiondefinestheScope.SectionisReferencedDocuments.SectionisTerminology.SectiondefinestheSignificanceandUseofthisguide.SectiondescribesUserResponsibilities.SectionsetsforththecomponentsofanLASunderthisguide.SectiondescribestheInterviewandReportReviewprocess.Sectiondescribesthescopeofthebuildingwalk-through.SectionprovideAnalyticalGuidelines.SectiondescribesLASreportcontents.SectionidentifiesNon-ScopeConsiderations.Sectionlistskeyword......
